The National Council of Examiners for Engineering and Surveying (NCEES) is a fellow member (along with NSPE) of the Alliance for Responsible Professional Licensing (ARPL). NCEES also hosts the Records program for the maintenance of centralized records to facilitate comity licensure. Joshua Twitty of NCEES will discuss a variety of attacks and challenges that licensees face, some obvious and some subtle. He will discuss ways in which NSPE, NCEES, and ARPL are identifying attacks and challenges and the ways in which the organizations work together to defend, defuse, and defeat.

Advocacy and External Engagement Strategist
National Council of Examiners for Engineering and Surveying (NCEES)
Josh Twitty is the Advocacy and External Engagement Strategist for the National Council of Examiners for Engineering and Surveying (NCEES). Within his role, he addresses threats against licensure by supporting state engineering and land surveying boards in their legislative efforts. He facilitates NCEES’s advocacy agenda by analyzing legislation, coordinating ARPL efforts with partner organizations, and guiding internal and external communication efforts to raise public awareness of responsible licensure. Prior to joining NCEES, Josh worked for the Arkansas Bureau of Legislative Research as a Legislative Analyst. In this role, he tracked bills during session, conducted bill presentations for committees, and drafted bills for committee legislative members. Josh earned his Bachelor of Arts in Criminal Justice and Legal Studies from the University of Arkansas at Little Rock and a Master of Public Affairs from the University of Missouri. In his free time, he enjoys spending time with family, traveling, and listening to podcasts. Josh is also an Air Force Veteran.
