Dr. Toliver, a 2023 AFIMSC NSPE FEYA awardee and Top Ten Finalist, is a civil engineer with global experience enhancing defense security. He has managed projects in 10 countries, overseeing government facilities, hospitals, and infrastructure with budgets from $5 million to $650 million. As a subject matter expert in military and corporate settings, he has advised senior leaders and facilitated support for U.S. Air Force operations in Europe, focusing on deterring Russian aggression.He oversaw a $2.4 billion infrastructure portfolio for NATO's eastern defense and collaborated on the NATO Security Investment Program, providing cost-effective logistical support and managing civil engineering projects for NATO in Afghanistan. Additionally, he personally managed over $600M in construction and wrote a doctoral thesis for the $10.7 billion Yongsan Relocation Plan in South Korea. Currently, Dr. Toliver is assigned to the Pentagon with Air Force A4, focusing on logistics, engineering, and force protection. He serves as the primary liaison for the Air Force and the Society of American Military Engineers (SAME), emphasizing climate resilience strategies and facilitating 229 projects worth $275 million to meet the 2022 DAF Climate Action Plan targets. He is committed to innovation, particularly in enhancing Air Force readiness through agile combat support operations, and has proposed solutions for data interoperability to improve decision-making.
