Understanding Executive Actions and Their Impact

The webinar will discuss the various Presidential Executive Actions; Executive Orders (“EOs”), Presidential Policy Memoranda ("PPMs") and Proclamations and their current use by this Administration. Emphasis on the fact specific nature of Executive Actions will be made throughout the webinar.
The webinar will first provide a background understanding of the authorities that give rise to these Presidential actions, the contemporary process for their issuance, with particular focus on Executive Orders, and Judicial Review with particular focus on Youngstown Sheet and Tube Co. v. Sawyer, as well Congressional Oversight. We will then briefly cover the modification and revocation of Executive Orders.
The webinar will then examine selected EOs and PPMs with impacts or potential impacts of interest to the Members of the NSPE. Given the breadth of NSPE membership, inevitably the webinar will not be able to cover all areas of interest to all NSPE members.
Learning Outcomes:
1. Members will have an enhanced perspective into Executive Actions and the uneven process tempo of their implementation.
2. Members will gain an understanding of the complexity of the Executive Branch's implementation challenges for certain EOs, as well as the interaction of EOs within the same jurisdictions.

Graham Hill's practice expertise is at the crossroads of complex legislative process and policy, with political issues involving the U.S. Congress, the executive branch, and the courts. He is currently employed as a Partner at Taft Stettinius & Hollister. He works in the Taft's DC Office - Taft Advisors.
Graham has held multiple senior staff positions in the U.S. Congress, including as committee staff director, senior committee counsel, and senior counsel for oversight and investigations at the House Transportation and Infrastructure Committee and its Highways, Transit and Pipeline Subcommittee.
During his tenure in and out of Congress, Graham has worked on every multi-year transportation reauthorization since 1998, and as the Highways and Transit Subcommittee Staff Director led the drafting, negotiation, and bi-cameral process that produced the 2005 highway bill.
Graham has worked on every multi-year Pipeline Safety Reauthorization since 1998, and was the lead House drafter and negotiator for the 2002 and 2006 public laws. His work after 911 on legislation that created the Transportation Security Administration and Department of Homeland Security (DHS) gave him ground floor insight into DHS that he continues to provide to Congressional Committees and his clients.
He is nationally recognized for his experience in transportation infrastructure and energy infrastructure policy. Graham earned his juris doctor from Tulane University Law School and his bachelor of arts from The University of the South. He is a member of the New York and New Jersey bars.
